BAKERSFIELD, Calif. -- The Kern County Secret Witness Program is now offering up to $3,000 for information leading to the capture of Victor Acosta, also known as Hugo Flores.

ABC23 has obtained this picture of Acosta from the California Highway Patrol.

According to the CHP, Acosta is wanted in connection with a hit-and-run collision on SR-223 near Towerline Road on Oct. 27, 2008, that claimed the life of his passenger.

Acosta is described as a Hispanic male, 20 years old, standing 5 feet 4 inches tall and weighing 150 pounds. He has black hair with brown eyes.
