Bakersfield Police Create Zones For Grassroots System
Each Of Three Zones Has Commander

The Bakersfield Police Department introduced its new "grassroots" style of service Monday, an attempt to raise the level of communication between officers and the community.

The plan divides the city into three geographic areas, each with its own commander.

The western zone, which includes areas west of Highway 99, is headed by Lieutenant Archie Scott. The eastern zone, which includes areas east of Union Avenue, is headed by Lieutenant Bob Bivens. Lieutenant Don DeGeare heads the central zone, which includes all areas in between.

Ideally, officers' response times will improve.

The bulk of police response calls are considered Priority 3, the lowest level, and will be handled primarily by officers in the respective zones. In the event of an emergency, boundary lines will disappear, with the nearest unit responding.

The city has no concrete plans for substations in the western or eastern regions anytime soon. All work in the area will be based in police headquarters, downtown on Truxton Avenue.
